[compiler] Emit CompileSkip before CompileSuccess event (#33012)
Previously the CompileSuccess event would emit first before CompileSkip,
so the lsp's codelens would incorrectly flag skipped components/hooks
(via 'use no memo') as being optimized.

React Compiler

React Compiler is a compiler that optimizes React applications, ensuring that only the minimal parts of components and hooks will re-render when state changes. The compiler also validates that components and hooks follow the Rules of React.
