Update DEVELOPMENT_GUIDE.md (#32281)

fix: update CONTRIBUTING.md link path

Updated the relative path to CONTRIBUTING.md from `../CONTRIBUTING.md`
to `./../../CONTRIBUTING.md` to ensure the correct file is referenced.
