[compiler] Setup RecommendedLatest preset (#34782) 
Renames the `recommended` property on LintRule to `preset`, to allow
exporting rules for different presets. For now the `Recommended` and
`RecommendedLatest` presets are the same, but in the next PR I will
enable more rules for the latest preset.

React Compiler

React Compiler is a compiler that optimizes React applications, ensuring that only the minimal parts of components and hooks will re-render when state changes. The compiler also validates that components and hooks follow the Rules of React.
