97eb7a281d torchdim Python port (#160236)
The big semantic change (and the reason for this port) is that we no longer monkeypatch Tensor with torchdim's special methods. The new algorithm for handling dispatch is that we first land in `__torch_function__` and we see if a special FCD implementation needs to be dispatch to first, and if there is nothing we fallback to the standard level strategy.

Because there is no longer C binding equivalent of classes, we've condensed _C.Dim and Dim together, and similar for Tensor. This resulted in some bugs as the Python API is sometimes different from the C API. I've attempted to disambiguate these but there may still be mistakes (many early bugs were due to this problem). Dim and DimEntry are especially painful as Dim must abide by Tensor equality semantics, but is pointer equality in C (DimEntry doesn't have this problem). Another difference between C/Python that is subtle is we no longer get implicit conversions from Dim to DimEntry, this also caused some bugs.

Much of the mechanical porting work was done by claude code. I have a separate PR that deletes functorch._C, but it was useful having dim.cpp to point claude at it so I haven't done it in this PR. From a reviewing perspective, I need to re-review that I didn't forget to port anything, some noticeably missing "small" things are patched_dim_method. I am still in progress of carefully doing a side-by-side review of ports; "simplifications" from claude code were also a major source of bugs.

There are two major feature gaps in the implementation:

- DelayedTensor and dot handling are not implemented yet. This should be reasonably easy, just need to do it.  However, for the purposes of sharded propagation it is actually better not to reconstruct matmuls.
- Splitting dimensions with an index like `[x, y]` doesn't work. The problem is that `__getitem__` interprets this as advanced indexing and sends the list to torch.tensor to turn into a tensor, instead of being eligible for `__torch_function__`. I think I might need to hard code a special case for this or something?

54cb61f7d9 enable ASAN on some tests (#103647)
Enabling more tests on ASAN, meanwhile we disable float-divide-by-zero and float-cast-overflow, both are disabled because they are also disabled by default in latest clang.
The following cited doc explains the reasons.
```
-fsanitize=float-cast-overflow: Conversion to, from, or between floating-point types
which would overflow the destination. Because the range of representable values
for all floating-point types supported by Clang is [-inf, +inf], the only cases detected are
conversions from floating point to integer types.
-fsanitize=float-divide-by-zero: Floating point division by zero.
This is undefined per the C and C++ standards,
 but is defined by Clang (and by ISO/IEC/IEEE 60559 / IEEE 754) as producing
either an infinity or NaN value,
so is not included in -fsanitize=undefined.
```

597b558c51 [BE]: Update flake8 and plugins and fix bugs (#97795)
Update flake8 and flake8-plugins in lintrunner to a modern version. Enables more checks and makes flake8 checks significantly faster. Added a few additional rule ignores that will need to be fixed in the future.

accecd7b04 [torchdim] Fix Python 3.11 bytecode decoding in dims (#91290)
Adds a PyInstDecoder object that handles the differences in bytecode
added in 3.11. Basically some instructions have inline caches which
change the size of the instruction, so calculating the next instruction
is slightly different.

0457020d2c [dims] Fix large array inputs (#88596)
Variable length arguments can overflow the arena being used to keep overhead
low for torch dims. If we hit this case, we know the amount of work being done
is already relatively big, so we just fallback to standard memory allocation.

4a84d69f50 [functorch.dims] Fix corner cases with permute (#88226)
Previously the permute function was extended to behave like the `order`
function for first-class dimensions. However, unlike `permute`,
`order` doesn't have a keyword argment `dims`, and there is no way to add
it in a way that makes both permute an order to continue to have the same
behavior. So this change just removes the extra functionality of permute,
which wasn't documented anyway. Fixes #88187

6ee94b572a [functorch] Add shard to run functorch tests with asan (#82164)
This adds asan testing for functorch. It was running really long (>4hrs) with test ops, so we decided that those tests are probably redundant and skipped those. This brings this test's time down to ~30 min

109f4d4453 Move functorch tests from functorch/test/* to test/functorch/* (#86623)
This is the first step described in
https://github.com/pytorch/pytorch/issues/86618 . test/functorch/* is
the final location for these tests.

- Check that the functorch shards in CI are still running tests.
