lauren b81e6dd2da [cleanup] Remove compiler runtime-compat fixture library (#31430) ... There's no real reason to keep this around anymore now that the compiler beta is released and we have validated that react-compiler-runtime is [usable by libraries](https://www.npmjs.com/package/react-compiler-runtime?activeTab=dependents).
