Enable prefer-const lint rules (#18451) 
* Enable prefer-const rule

Stylistically I don't like this but Closure Compiler takes advantage of
this information.

* Auto-fix lints

* Manually fix the remaining callsites

react-refresh

This is an experimental package for hot reloading.

Its API is not as stable as that of React, React Native, or React DOM, and does not follow the common versioning scheme.

Use it at your own risk.
