soulitzer c9eb8d8d90 Add set_checkpoint_debug_enabled that overrides local setting (#110728) ... People access activation checkpoint through many layers of config and it is not always guaranteed that all the layers of wrapping around checkpoint properly propagate all the kwargs, e.g. debug mode. This context manager offers an alternative way to enable debug mode that bypasses the need for all layers to propagate kwargs.
