Summary: Fixes https://github.com/pytorch/pytorch/issues/71946 This commit removes some bits of code that were hard coded for Python 3.6 support from the `.circleci` and `torch` folders. It should only be merged if https://github.com/pytorch/pytorch/issues/66462 is complete.
