Shangdi Yu 2e440e39a6 [nativert] Move Placement to pytorch core (#152953)
Summary:
Move Placement to pytorch core.

Using `torch::nativert::isSameDevice` explicitly in code to avoid confusion with the `isSameDevice` in torch namespace.

Test Plan:
