dbef606631 Add support for tracing vmap in pre-dispatch export (#154650)
Summary: ONNX team and recent transformer upgrade ran into this error and we also ran into during our export benchmarking. This diff makes it possible to trace through vmap implementation in pre-dispatch IR. Note that we don't support serializing functorch ops in pre-dispatch IR and in the future, we should desugar them to post-grad ops.

The implementation strategy is:
1. We add python wrappers around vmap APIs so that we attach custom torch function handler that is only on during non-strict export. The reason is we don't want to add this to default torch_function handler because it will break BC.
2. Some dynamo changes to make sure it picks up new python wrapper APIs. The reason is when we do strict export, we need to re-materialize these APIs in pre-dispatch IR from torch IR. We can avoid this by special casing in dynamo for export to proxy different API calls but i feel that is too much chaos because you need to be able to proxy 2 different variants of same vmap API.

4f4ecc583e [BE]: Enable RUFF TRY400 rule - log.exception (#153473)
Change logging.error to logging.exception to log additional information when relevant.  A few places have slipped in logging.errors in try except since I last did a clean up here and the rule is stabilized so I am enabling it codebase wide. I have NOQA'd much of our custom exception stack trace handling for RPC calls and distributed and tried to a fix a few errors based on whether we immediately reraised it or if we didn't print any exception handling where it could be useful.

3555ebb63d [BE]: Update ruff to 0.11.8 (#153249)
Fixes a ton of false negatives throughout the codebase. RUFF also properly validates NOQA comments now and most of the changes are fixing typos there or removing filewide flake8 suppressions that were also silencing ruff issues.

d1c4e6b55f [BE]: Enable a few additional ruff rules (#130700)
Enables a few extra ruff rules, most of which do not have any violations as I already cleaned them with earlier PRs, these just turns them on to enforce them. Adds 1 noqa as we want the suboptimal lambda generation + call kept as a test. Also enables the test in flake8

80cf0ce153 Enhance torch.vmap support from inside torch.compile (#116050)
This work rewrites vmap support in torch.compile by inlining most of
the frames into the existing FX graph. It also unlocks to PyTorch to
support features that were previously missing, such as keyword args.

Updates flake8 to v6.1.0 and fixes a few lints using sed and some ruff tooling.
- Replace `assert(0)` with `raise AssertionError()`
- Remove extraneous parenthesis i.e.
  - `assert(a == b)` -> `assert a == b`
  - `if(x > y or y < z):`->`if x > y or y < z:`
  - And `return('...')` -> `return '...'`

e2a3817dfd [BE] Enable C419 rule for any all shortcircuiting (#99890)
Apparently https://github.com/pytorch/pytorch/pull/78142 made torch.JIT allow for simple generator expressions which allows us to enable rules that replace unnecessary list comprehensions with generators in any/all. This was originally part of #99280 but I split it off into this PR so that it can be easily reverted should anything break.

7d2a18da0b Enable ruff in lintrunner (#99785)
### This change

- Implements the ruff linter in pytorch lintrunner. It is adapted from https://github.com/justinchuby/lintrunner-adapters/blob/main/lintrunner_adapters/adapters/ruff_linter.py. It does **both linting and fixing**. 🔧
- Migrated all flake8 configs to the ruff config and enabled it for the repo. 
- **`ruff` lints the whole repo in under 2s** 🤯

9c3fbe7475 [BE] Enable flake8-simplify checks (#97984)
Enable some sensible flake8-simplify rules. Mainly wanted to enable the SIM101, and `yield from` SIM103 checks. @kit1980 since you wanted to be tagged on this CI check.

67d9790985 [BE] Apply almost all remaining flake8-comprehension checks (#94676)
Applies the remaining flake8-comprehension fixes and checks. This changes replace all remaining unnecessary generator expressions with list/dict/set comprehensions which are more succinct, performant, and better supported by our torch.jit compiler. It also removes useless generators such as 'set(a for a in b)`, resolving it into just the set call.

453ff96029 [torchgen] Refactor types (#90589)
A retry of #89487. Accidentally closed.

## Split `torchgen.api.types` into `types_base`, `types` and `signatures`.

In `types_base`:
* Created base class `CType`. `BaseCType` and `ConstRefCType` etc are inheriting `CType`.
* Only keep abstract type model definitions, such as `BaseCppType`.

In `types`:
* Define `BaseCppType` with `at` and `c10` namespaces.
* All the signatures using these types.

In `signatures`:
* Define all the signatures.

In `__init__`:
* `from ... import *`, suppress flake8 error.

d82d2083e2 Excluded future functorch path from linters (#81563)
In preparation for the functorch->pytorch move, this PR excludes
functorch paths from lint so we avoid breaking lint when we execute the
move. We will fix and re-enable lint when we're done with the merge.

Why not add all these linters to the pytorch/functorch repo now and fix
all the lints? Because (1) it's easier to not add them, especially if
we're moving out of there soon and (2) it's difficult to reproduce the
linting setup 1:1 (I tried for a bit).

4753100a3b Un-ignore F403 in .flake8 (#55838)
Summary:
Generally wildcard imports are bad for the reasons described here: https://www.flake8rules.com/rules/F403.html

This PR replaces wildcard imports with an explicit list of imported items where possible, and adds a `# noqa: F403` comment in the other cases (mostly re-exports in `__init__.py` files).

This is a prerequisite for https://github.com/pytorch/pytorch/issues/55816, because currently [`tools/codegen/dest/register_dispatch_key.py` simply fails if you sort its imports](https://github.com/pytorch/pytorch/actions/runs/742505908).
