Previous to this PR, we only checked TorchScript nodes for scope compatibility, skipping their parent's scope reference check.
This PR fixes adds a check not only for the node being traversed, but its parents as well

Apply clang-tidy fixups to prefer member initializer and modernize-pass-by-value. This is a mostly a noop, but it should make a few ctors slighlty more readable and more efficient. Also drops in some missing moves that prevents a lot of unnecessary copying.

This is PR fixes 3 main issues:
1. Use emplacement more in headers
1. Avoid unnecessary copies and use const ref when possible
1. Default any special functions when possible to make them potentially trivial and more readable.
1. There is also one change in this PR that tries to prevent unnecessary math promotion, the rest of these changes are in another PR

Introduce `_jit_pass_onnx_assign_node_and_value_names` to parse and assign
scoped name for nodes and values in exported onnx graph.
Module layer information is obtained from `ONNXScopeName` captured in `scope`
attribute in nodes. For nodes, the processed onnx node name are stored in
attribute `onnx_name`. For values, the processed onnx output name are stored
as `debugName`.
