fc3103b116 fixing a naming issue in creating a residual loop node in a bailout graph (#31400)
Summary:
This addresses the issue of differentiating between `%4` in
`%12 : int, %y.1 : Tensor = prim::Loop(%9, %6, %4, %3)` and `%y.5 : Double(3) = aten::cat(%22, %4) # test_jit.py:3772:24` in `%4` loop's body in a residual continuation loop, because these should be different values.

d4c25add45 make sure the counter stays correct in between bailout transitions (#30186)

e3334723b2 fix a crash due in nested bailouts (#30097)

A prim::BailOut also needs to capture max trip counts as for some graphs they aren't constants and they are used in continuation graphs to figure out the remaining number of iterations to run.

bdc57d3833 Merge ProfiledTensorType and TensorType (#24284)

This PR finishes the unification of all Tensor types into a single object.
ProfiledTensorType is renamed to TensorType and the old TensorType is
deleted.

Notes:
* Fixes bug in merge for VaryingShape by changing its representation to an
 optional list of optional ints.
* Removes ProfiledTensorType::create(type) invocations that can now
  simply be expect calls on tensor type.
