edc5bf91d2 [Intel GPU] Add synchronize() in torch.utils.benchmark (#147835)
When following https://pytorch.org/tutorials/recipes/recipes/benchmark.html on XPU, I notice that the device it is not synchronized in the benchmark. This PR tries to fix this and align the behavior with CUDA.

12e95aa4ee [BE]: Apply PERF401 autofixes from ruff (#140980)
* Automatically applies ruff rule 401. Turns loops into equivalent list comprehensions which are faster and do not leak the scope of the loop variables.
* list comprehensions not only often have better typing, but are 50+% faster than for loops on overhead. They also preserve length information etc and are better for the interpreter to optimize.
* Manually went back and made mypy happy after the change.
* Also fixed style lints in files covered by flake8 but not by pyfmt

6cbdbb6c3c Remove top lev numpy dependency from fuzzer.py (#128759)
Test CI

This fixes issues like this where I don't even intend to use the fuzzer. this way if someone is calling functions from the fuzzer numpy will be imported otherwise the import should not happen at the top of the file

1562dae62c [BE]: Apply RUF025 dict.fromkeys preview rule (#118637)
Simplifies and optimizes dict construction using the `fromkeys` classmethod ctor. This also makes it really obvious when all the keys will have the same static value, which could be a bug if unintentional. It is also significantly faster than using a dict comprehension. The rule is in preview, but I am adding a forward fix for when it becomes stable.

6de28e92d2 [BE]: Apply FURB118 (prev): replaces unnecessary lambdas with operator. (#116027)
This replaces a bunch of unnecessary lambdas with the operator package. This is semantically equivalent, but the operator package is faster, and arguably more readable. When the FURB rules are taken out of preview, I will enable it as a ruff check.

18d7b8e4f7 [BE]: ruff apply rule PLW1510 to find silent subprocess errors (#113644)

c4db607607 Doc test non packages (#110568)
Add non-package python modules to the public API checks.
The original change is to remove the `ispkg` check in this line
https://github.com/pytorch/pytorch/blob/main/docs/source/conf.py#L518

Everything else is to add the appropriate modules to the rst files, make sure every module we provide can be imported (fixed by either making optional dependencies optional or just deleting files that have been un-importable for 3 years), make API that are both modules and functions (like torch.autograd.gradcheck) properly rendered on the docs website without confusion and add every non-documented API to the allow list (~3k of them).

Next steps will be to try and fix these missing docs

- Update mypy to 1.4.1 (#91983)

That were reverted due to the conflict with internal source repo.

Mostly fixes for PEP-484 violation (i.e. when default arg is set to None, but type is not annotated as optional)
Plus few real fixes:
  - Add missing `_get_upgraders_entry_map` to `torch/_C/__init__.pyi`
  - Add missing return statement to `torch._export. deserialize_graph`
  - Fix error message in `torch.ao.ns.fx.weight_utils.get_lstm_mod_weights`
  - Add assert it `torch/optim/optimizer.py` that Optional list is not None
TODO (in followup PR):
  - Fix erroneous `isinstance` check in `torch/ao/quantization/_pt2e/qat_utils.py`

Unrelated, to bypass CI failures due to the gcc9 dependency update in Ubuntu-18.04:
- Add hack to squash older libstdc++ from conda environment in favor one from OS to `.ci/docker/install_conda.sh`
- Update bazel cuda builds to focal, as with libstdc++-6.0.32 bazel builds loose the ability to catch exceptions (probably because they link with cupti statically, but I could not found where it is done)

67d9790985 [BE] Apply almost all remaining flake8-comprehension checks (#94676)
Applies the remaining flake8-comprehension fixes and checks. This changes replace all remaining unnecessary generator expressions with list/dict/set comprehensions which are more succinct, performant, and better supported by our torch.jit compiler. It also removes useless generators such as 'set(a for a in b)`, resolving it into just the set call.

5b1cedacde [BE] [2/3] Rewrite super() calls in functorch and torch (#94588)
Rewrite Python built-in class `super()` calls. Only non-semantic changes should be applied.

Also, methods with only a `super()` call are removed:

a229b4526f [BE] Prefer dash over underscore in command-line options (#94505)
Preferring dash over underscore in command-line options. Add `--command-arg-name` to the argument parser. The old arguments with underscores `--command_arg_name` are kept for backward compatibility.

Both dashes and underscores are used in the PyTorch codebase. Some argument parsers only have dashes or only have underscores in arguments. For example, the `torchrun` utility for distributed training only accepts underscore arguments (e.g., `--master_port`). The dashes are more common in other command-line tools. And it looks to be the default choice in the Python standard library:

`argparse.BooleanOptionalAction`: 4a9dff0e5a/Lib/argparse.py (L893-L895)

                option_string = '--no-' + option_string[2:]

It adds `--no-argname`, not `--no_argname`. Also typing `_` need to press the shift or the caps-lock key than `-`.

748bac8757 [BE]: Apply pyupgrade yield from and unit test alias upgrades (#94309)
Applies some more harmless pyupgrades. This one gets rid of deprecated aliases in unit_tests and more upgrades yield for loops into yield from generators which are more performance and propagates more information / exceptions from original generator. This is the modern recommended way of forwarding generators.

6f2b390fc1 Fix import of instruction count benchmark (#85359)
This PR fixes the instruction count benchmark

1. Fix the updated import path
2. Allows building the benchmark with less compiler options (remove all "-W" options)

Test plan:
```
BENCHMARK_USE_DEV_SHM=1 python main.py --mode ci
```

Manually tested and worked on the CI machine.
