a34c28e0d2 [dynamo] Add guard serialization for tensor matches. (#151318)
This is a proof-of-concept of how we could serialize a guard and deserialize it back from the bytes.

The main behavioral change introduced in this diff is on CheckFunctionManager:

```
check_fn_manager = CheckFunctionManager(code, output_graph, guards_serialization_mode="save")

guards_state: bytes = check_fn_manager.guards_state
```

Once `guards_serialization_mode` is set to `save`, CheckFunctionManager will return an addtional `bytes` object called `guards_state` which should contain all the information needed for deserializing guards later.

When we load back guards state, we will set `guards_serialization_mode` is set to `load`:

```
output_graph_state = pickle.loads(guards_state)
check_fn_manager = CheckFunctionManager(code, output_graph_state, guards_serialization_mode="load")
```

# TENSOR_MATCH

Since we have many types of guards to support, we will break the work into small diffs instead of a single diff to support every guards.

We kick off the work from TENSOR_MATCH from this diff.

# Testing

For each type of guard we will test it like the following:
1. Use guard_filter_fn to select 1 type of guard each time.
2. Call InstructionTranslator directly on an example function to get OutputGraph and CheckFunctionManager (reference guard manager)
3. Serialize->deserialize the output graph state and re-build the guards with a new CheckFunctionManager (loaded guard manager)
4. Throw a set of example inputs to both reference and loaded guard manager to see if their behavior match.

5eb7325bc7 Add autocast support for IPU (#103890)
As part of this, a new `AutocastIPU` dispatch key has been added.

There's an existing PR, #85043, to make `Autocast` a proper per-backend functionality key, but it ran into issues with layering with other functionality keys and went stale.

This has been tested in the out-of-tree IPU PyTorch backend.

This is PR fixes 3 main issues:
1. Use emplacement more in headers
1. Avoid unnecessary copies and use const ref when possible
1. Default any special functions when possible to make them potentially trivial and more readable.

0e3031f7e7 Functionalize and compute joint simultaneously. (#88063)
This also comes with some bug fixes that were uncovered from doing
this:

- Forward device calls to inner tensor in FunctionalTensorWrapper

- Make legacyExtractDispatchKey exclude Functionalize, so that
  it can get at the real device type key.  This is noncontroversial.

- Stop stripping dense from key set.  The reason for this is
  FunctionalWrapperTensor may be used in contexts where people
  query if it is dense or not.  If it doesn't report this correctly
  (from the dispatch key), it will cause errors.  This caused some
  torchbench models to fail when I did one-pass tracing.

- Save and restore reapply views TLS correctly

35f6a69191 Python Dispatcher integration with C++ dispatcher (#84826)

There are a number of situations where we have non-backend kernels (e.g., CompositeImplicitAutograd, batching rules) which we would like to port to Python, but we have no way to integrate these ports with the overall system while using preexisting C++ registrations otherwise. This PR changes that by introducing a Python dispatcher (which can have its own kernels directly in Python), which can be interpose over ordinary C++ dispatch. The ingredients:

We introduce a new PythonDispatcher dispatch key, that has the same tenor as FuncTorchDynamicLayerFrontMode: it works by getting triggered before every other dispatch key in the dispatch key, and shunting to a Python implementation
The Python dispatcher is a per-interpreter global object that is enabled/disabled via the guard EnablePythonDispatcher/DisablePythonDispatcher. We don't make it compositional as I have no idea what a compositional version of this feature would look like. Because it is global, we don't need to memory manage it and so I use a simpler SafePyHandle (newly added) to control access to this pointer from non-Python C++. Like __torch_dispatch__, we use PyInterpreter to get to the Python interpreter to handle the dispatch.
I need to reimplement dispatch table computation logic in Python. To do this, I expose a lot more helper functions for doing computations on alias dispatch keys and similar. I also improve the pybind11 handling for DispatchKey so that you can either accept the pybind11 bound enum or a string; this simplifies our binding code. See https://github.com/pybind/pybind11/issues/483#issuecomment-1237418106 for how this works; the technique is generally useful.

I need to be able to call backend fallbacks. I do this by permitting you to call at a dispatch key which doesn't have a kernel for the operator; if the kernel doesn't exist, we check the backend fallback table instead.

build because nvcc is considered a C++ toolchain but it does not have
the same flag support. Adding flags to the GPU build will cause nvcc
errors.

Test Plan: Built locally, rely on CI to confirm.
