Revert "Move Half to headeronly (#159172)"

This reverts commit 6d0f4566e2.

Reverted https://github.com/pytorch/pytorch/pull/159172 on behalf of https://github.com/clee2000 due to broke lint [GH job link](https://github.com/pytorch/pytorch/actions/runs/16613893793/job/47002486679) [HUD commit link](6d0f4566e2).
