Update torch-xpu-ops commit pin (#161919)

# Motivation
1. Fallback some linalg functionality such as `linalg_eig`, `linalg_householder_product`, `linalg_solve_triangular` to CPU;
2. Fix codegen dependency bug.

# Additional Context
This PR aims to fix https://github.com/pytorch/pytorch/issues/161498
