Revert "[CI] Use cmake from pip instead of conda in CI docker images (#152537)"
This reverts commit941062894a. Reverted https://github.com/pytorch/pytorch/pull/152537 on behalf of https://github.com/malfet due to Sorry to revert this PR, but it broke doc builds, see4976b1a3a8/1([comment](https://github.com/pytorch/pytorch/pull/152537#issuecomment-2863337268))
