Remove deprecated variable_tensor_functions (#15003)

Summary:
Removing the deprecated functions in `torch/csrc/variable_tensor_functions.h` (like `torch::CPU`) and corresponding implementations from `torch/csrc/torch.cpp` from master after the release.
