Michael Paquier d4c9195eff Add PostgreSQL::Test::Cluster::is_alive() 
This new routine acts as a wrapper of pg_isready, that can be run on a
node to check its connection status.  This will be used in a recovery
test in a follow-up commit.

PostgreSQL Database Management System

This directory contains the source code distribution of the PostgreSQL database management system.

PostgreSQL is an advanced object-relational database management system that supports an extended subset of the SQL standard, including transactions, foreign keys, subqueries, triggers, user-defined types and functions. This distribution also contains C language bindings.
