Nathan Bossart a0ff56e2d3 Revert "Don't truncate database and user names in startup packets." 
This reverts commit 562bee0fc1.

We received a report from the field about this change in behavior,
so it seems best to revert this commit and to add proper
multibyte-aware truncation as a follow-up exercise.

Fixes bug #18711.

PostgreSQL Database Management System

This directory contains the source code distribution of the PostgreSQL database management system.

PostgreSQL is an advanced object-relational database management system that supports an extended subset of the SQL standard, including transactions, foreign keys, subqueries, triggers, user-defined types and functions. This distribution also contains C language bindings.
