Adds the `signatureAlgorithm` property to a X509Certificate allowing
users to retrieve a string representing the algorithm used to sign the
certificate. This string is defined by the OpenSSL library.

Commit 206ebeb447 added an additional call
to EVP_PKEY_public_check and an unconditional return from publicCheck().
This prevents the control flow from reaching the original call to either
EVP_PKEY_public_check or EVP_PKEY_public_check_quick.
This change restores the previous behavior, which calls
EVP_PKEY_public_check_quick instead, if possible.

In illumos, madvise(3C) now takes `void *` for its first argument
post-illumos#14418, but uses `caddr_t` pre-illumos#14418. This fix will
detect if the illumos mman.h file in use is pre-or-post-illumos#14418 so
builds can work either way.

Since we need to be able to use the openssl adapter provided
by the ngtcp2 library, and because that adapter does not include
any compile guards to ensure that OpenSSL 3.5 is being used and
that the APIs are actually available, we need to add a compile
time check for the openssl version in order to conditionally
include the adapter to avoid build errors when using a shared
openssl library that is not OpenSSL 3.5.
