Showing all the steps isn't usually useful and makes it seem like the
collaborator is meant to follow the manual steps. I've seen this happen
during at least one onboarding. The section is also a bit long to
comfortably scroll over quickly to find the next section.
Let's put those steps in a details block to make it more obvious that it
is there for unusual situations only.

We use _backward incompatible_ and _backwards incompatible_ with no
discernible pattern in the docs. Follow Chicago Manual of Style and also
our standardization on US English and favor _backward_.

As part of the [next-10](https://github.com/nodejs/next-10) we found
we needed to capture the project's technical values/priorities as
a starting point before discussing key technologies/areas for the
next 10 years of Node.js
This is a first cut that the team put together. The discussion
took place in a few meetings as well as this
[PR](https://github.com/nodejs/next-10/pull/11). We believe the doc
should live in the core node repository as it is intended to
reflect the agreement of the collaborator base.
I think this is a good starting point but we also
acknowledge that only a small subset of the Node.js collaborators
have participated/commented so far. This PR should be a good
way to get additional review/input from the larger set
of Node.js collaborators.

This adds a new make target to generate platform dependent
files for openssl on non-linux machines. The scripts we currently
have in place require linux. This adds a Dockerfile that installs
the necessary dependencies to be able to generate these files.
Previously, it was necessary to run `make -C deps/openssl/config`
on a linux machine. Now, as long as docker is installed and in
your `PATH`, it is possible to run `make gen-openssl`.

Many style guides (including Microsoft's) suggest avoiding _may_ because
it can be unclear. Using _can_ or _might_ tends to increase clarity.
An example in this change:
> They may not change to a Runtime Deprecation until the next major
> release.
It's not clear if that means "They can not change until the next major
release" or "They might not change until the next major release but also
might change before then". Using _can_ or _might_ instead of _may_
clears up the ambiguity.

This is a (still experimental) implementation of a Commit Queue on
GitHub Actions, using labels and the scheduler event to land Pull
Requests. It uses `node-core-utils` to validate Pull Requests and to
prepare the commit message, and then it uses a GitHub personal token to
push changes back to the repository. If the Queue fails to land a Pull
Request, that PR will be removed from the queue and the
`node-core-utils` output will be pasted in the Pull Request.
An overview of the implementation is provided in
doc/guides/commit-queue.md, as well as current limitations.

I don't think anyone uses the breaking change helper code that is in
onboarding-extras. I'm not sure it works for us anyway as I think it
will fail if there are any breaking changes since the last release. That
may be helpful to releasers, but that is not helpful in determining if
an individual commit is semver-major or not. Regardless, I don't think
it gets used and I'm interested in not weighing down the onboarding
process with a bunch of things that we don't actually use/do.

The "Labels" section of doc/guides/onboarding-extras.md was missing a
reference to the `author-ready` label. This commit adds a description
similar to the definition found in doc/guides/collaborator-guide.md
with the goal of making it easier for new contributors to find labels
info all in one place.

Node.js hasn't touched the cve-management repo since the Feb 2019
security release, we've used the HackerOne CVE allocation process.
Maintaining our status as a CNA is not zero cost, there is some routine
adminstration that is requested (see this doc for details).
As we no longer use the CVE management process, I propose removing it.
If this lands, I will go through the interactions with Mitre so that
Node.js is no longer a CNA and cleanup related resources (email aliases,
archive the cve-management repo, whatever else I find).

Remove a double negative and many superfluous sentences. The sentiment
in the removed material is good, but we already tell people that
discussion should be focused, helpful, and professional. Having two
extra paragraphs greatly reduces the likelihood that people will read
the material.

Prior to this commit, all <pre> tags were being
highlighted as JavaScript. This has been corrected
to syntax highlight all languages appearing in the
API reference docs. This was accomplished by using
highlight.js instead of SHJS for the frontend lib.
