Since `common/crypto` already exists, it makes sense to keep
crypto-related utilities there. The only exception being
common.hasCrypto which is needed up front to determine
if tests should be skipped.
Eliminate the redundant check in hasFipsCrypto and just
use crypto.getFips() directly where needed.

This commit skips some test when OpenSSL 3.0.0-alpha15 is used as there
is an issue that causes them to fail.
This is only a temp solution until there is new OpenSSL release.

Move benchmark tests (which are slow) out of the main test suite. We can
hopefully add them to node-daily-master so that they are still run daily
on CI.
