LibJS: Add RawNonnullGCPtr<T>

Browse Source 
This is really just a type alias for NonnullGCPtr<T>, but it provides
a way to have non-owning non-visited NonnullGCPtr<T> without getting
yelled at by the Clang plugin for catching GC errors.
